HUMAN RIGHTS AND LOSS AND DAMAGE: KEY MESSAGES FOR THE UNFCCC IN 2025

This brief from the Loss and Damage Collaboration and the Human Rights and Climate Change Working Group provides key messages for 2025 on how to center human rights in each of the workstreams relevant to Loss and Damage under the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement including for the:

  • Baku to Belém Roadmap to 1.3T;
  • Fund for Responding to Loss and Damage;
  • Santiago Network for Loss and Damage;
  • Warsaw International Mechanism for Loss and Damage;
  • Nationally Determined Contributions; and;
  • Gender Action Plan.

In addition, the brief unpacks the core human rights principles that must be adhered to to ensure consistency in shaping and implementing a human rights-based approach to responding to loss and damage. The brief also articulates the importance of Parties to the UNFCCC and its Paris Agreement building on the extensive body of work already established by United Nations human rights mechanisms, and building more synergies in future work.
