The UNDP report emphasizes the severe impact of climate change loss and damage on Small Island Developing States (SIDS), which suffer disaster losses significantly higher than other countries relative to their GDP and face a higher disaster mortality rate. With over 40% of SIDS approaching unsustainable debt, the financial strain from addressing loss and damage threatens their development. The report notes that, by mid-century, floods and storms could result in approximately $56 billion in losses for SIDS under a 2°C warming scenario. Although all 32 Climate Promise-supported SIDS have included loss and damage elements in their Nationally Determined Contributions (NDCs), there is more focus on averting and minimizing damages rather than post-impact support. The articulation of specific needs for capacity building, data, and finance is increasing, yet there is limited information on the impacts on marginalized communities. As countries call for more support in incorporating loss and damage into future NDCs, advancements are being made in loss and damage discussions under the UNFCCC, encouraging SIDS to develop frameworks and reporting mechanisms to better address these challenges.
