The inclusion of paragraph 51 in Decision 1/CP 21 represents one of the most negative moments in climate diplomacy for the populations most vulnerable to climate impacts. This report recognizes the historical struggle involved in the demands of vulnerable countries for compensation and recognition of the legal responsibility of large polluters.
